2022년은 홍콩특별행정구 설립 25주년이 되는 해입니다. “일국양제(一國兩制)”의 성공적인 이행으로 말미암아 홍콩이 주요 국제 금융·무역·물류 센터로서의 독특한 이점을 유지하고 강화할 수 있었습니다. 지난 수년간 홍콩은 많은 도전에 직면하였지만, 회복 탄력성을 통해 위기를 극복하였습니다. 이로써 매번 홍콩은 더 새롭고 흥미로운 장으로 다가갈 수 있었습니다.

제14차 5개년 계획은 국제 대도시로서의 홍콩특별행정구의 미래와 발전을 위해 명확한 입장을 제시하고 있습니다. 이 계획은 국제 금융·물류·무역 센터이자 아시아 태평양 지역의 국제 법률·분쟁 해결 서비스 센터로서의 홍콩의 지속적인 역할을 지원하고 있으며, 최초로 중국 본토와 여타 국가 간의 국제 항공, 국제 혁신·기술, 지재권 교환, 그리고 문화예술 교류 등 4대 신흥 분야에서의 홍콩의 성장을 지원해 주고 있습니다. 또한, 홍콩은 8,600만명의 인구와 세계 경제 규모 9위의 국내총생산(GDP)에 해당하는 광둥-홍콩-마카오 대만구 지역에서 중추적 역할을 할 것으로 기대됩니다.

국가 발전과 더불어 긴밀한 통합을 통해 만들어진 홍콩의 독특한 입지와 다양한 기회로 인해, 홍콩은 중국 본토와 세계 여타국간의 관문이자 대만구 지역의 국제 교두보로서 대체 불가능한 역할을 할 수 있는 최적의 위치에 있으며 밝은 미래에 대한 희망과 자신감을 가지고, 안정적인 발전과 새로운 기회의 시대를 향해 나아가고 있습니다. 25주년을 맞이하여 역동적이고, 활기차며, 국제적인 도시의 홍콩의 면모를 여러분과 공유할 수 있게 된 것을 기쁘게 생각합니다.

In 2022, the Hong Kong Special Administrative Region (HKSAR) celebrates the 25^th Anniversary of its establishment. The successful implementation of “One Country, Two Systems” has enabled Hong Kong to maintain its unique advantages and develop our strengths as a key international financial, trade and logistics centre. Over the years, Hong　Kong has encountered quite a few challenges but we have proven our resilience and bounced back time and again. Every time we have emerged stronger to embark on a new and exciting chapter.

The National 14^th Five-Year Plan sets out a clear positioning for the HKSAR’s future and development as an international metropolis. The Plan supports Hong Kong’s ongoing role as an international financial, transportation and trade centre as well as a centre for international legal and dispute resolution services in the Asia-Pacific region. For the first time, the Plan supports Hong Kong’s development in four emerging areas – international aviation, international innovation and technology, intellectual property trading, and arts and cultural exchanges between China and the rest of the world. Hong Kong is also poised to play a vital role in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) with a population of 86 million and a combined GDP that makes it the 9^th largest economy in the world.

With our unique positioning and the considerable opportunities brought about by closer integration with national development, Hong Kong is perfectly placed to play an irreplaceable role as the gateway between the Mainland and the world and the international bridgehead of the GBA. We are entering a new era of opportunities and steady development with hope, and confidence in a brighter future.
