As the Government of the Hong Kong Special Administrative Region's representative office in Japan, the main functions of the Hong Kong Economic and Trade Office (Tokyo) (“ETO”) are to promote Hong Kong's economic and trade interests in Japan and generally to foster better understanding of Hong Kong in Japan. It works closely with other Hong Kong institutions such as the Hong Kong Trade Development Council and the Hong Kong Tourism Board, which also have offices in Japan.

The ETO provides a focal point of contact for Japanese people and organisations interested in Hong Kong. Apart from organising promotional and cultural activities in Japan, the ETO also facilitates senior level visits of individuals and delegations between the two places.

The Public Relations Unit handles enquiries from the public in Japan about events and developments in Hong Kong. The Unit also maintains close contact with the Japanese media, providing them with information about the latest developments in Hong Kong and facilitating their visits to Hong Kong.

The Investment Promotion Unit of the ETO provides support and assistance to Japanese investors interested in seeking or exploring business opportunities in Hong Kong. The Unit maintains close contacts with Japanese companies by providing them with information on the investment environment in Hong Kong and facilitates their investments activities in Hong Kong.

Since March 2003, the coverage of the office has been extended to include the Republic of Korea.

The Dedicated Team for Attracting Businesses and Talents has been set up since December 2022 under the ETO to proactively reach out to target enterprises and talents and encourage them to pursue expansion and growth in Hong Kong with a view to injecting impetus to the economic development of Hong Kong. The Dedicated Team also liaises with the world’s top 100 universities and promotes related talent admission schemes so as to enrich Hong Kong’s talent pool.
